As co-chair of the intergovernmental negotiating body, Anne-Claire Amprou, France's ambassador for global health, led the drafting of the global agreement on pandemic prevention, preparedness, and response, known as the "pandemic treaty," adopted on Tuesday, May 20, by the member states of the World Health Organization (WHO). She spoke to Le Monde about this "historic agreement for health security, equity, and international solidarity."

What new elements does the text bring to the response to pandemics?

The agreement establishes earlier and more effective global coordination while preserving state sovereignty. For example, it establishes a Pathogen Access and Benefit Sharing (PABS) mechanism that allows for the rapid and systematic sharing of information on pathogens with pandemic potential. The agreement also includes provisions on research and development to enable greater scientific cooperation with the aim of fostering innovation and developing diagnostic products, treatments, and vaccines.
